Editors Note: AOL and other subscribers may not
be getting their updates due to web hosting spam blockers and erratic delivery.
Unfortunately, many people who send unwanted email, use the Internet to
'mine' and use other people's web site domain addresses to send their 'junk
mail' (spam). As many, many, others, our main web site domain address has
been targeted to send unwanted mail. Most 'junk mail' is sent from illegal
addresses (such as xyqpsuzy@, etc.) that we do not send our usual email
with but which includes our main domain name. Also, servers are now beginning
to choose what information gets top priority to get through the Internet.
If you know of someone who signed up for these updates and is not getting
them, or if you know someone who may benefit from this information,
please forward this message. Subscribers to this list MUST change their
spam filter preferences to include the address where this weekly email
update originates from. Please check the verification email you received
when you signed up for this electronic list to change your list preferences
or unsubscribe from the list. HIV ReSources is now preparing for an early
and strong storm season so this Update may not be operational until
later this year. Check the HIV ReSources web site for updates on nutrition
and HIV.

Food Security and Safety
* East Africa on the brink of famine is from the UNICEF
UK News in Brief for the month of April 2006. Visit the UNICEF
web site for more information.
A food crisis is threatening the people of East Africa,
affecting some 8 million adults and 1.6 million children under the age
of five. Children are particularly vulnerable to disease when food and
clean water are scarce. The causes of this crisis are complex: poverty,
gender inequality, lack of access to education and poor child care practices,
compounded by severe drought, conflict and HIV/AIDS.
UNICEF is saving young lives by supporting therapeutic
feeding centres and mobile health centres, as well as through water and
sanitation work.
* In the U.S. there are also barriers to safe food and
water as noted in a recent
article in the American Journal of Public Health published by the American
Public Health Association. To review information on this article see: Barriers
to Participation in the Food Stamp Program Among Food Pantry Clients in
Los Angeles by Susan J. Algert, Michael Reibel, and Marian J. Renvall
(Am J
Public Health 2006;96 807-809). Visit the American
Public Health Association web site to learn more about the American
Journal of Public Health updates.

Food Safety Educator's Network March 2006 update
- FDA Warns Manufacturers about Illegal Steroid Products
Sold as Dietary Supplements On March 9, 2006, the FDA warned several
manufacturers and distributors of unapproved drugs containing steroids
that continued distribution and sale of these products without FDA approval
could result in regulatory action including seizure and injunction. FDA
is concerned that the use of these products, which are marketed as dietary
supplements and promoted for building muscle and increasing strength, may
cause serious long-term adverse health consequences in men, women, and
children. View the news
release.
- Model Food Emergency Response Plan: Cooperative
Effort Results in Model Template
On February 28, 2006, FDA, in cooperation with the National
Association of State Departments of Agriculture (NASDA), USDA's Food Safety
and Inspection Service (FSIS), and the Department of Homeland Security
(DHS), announced the availability of a model Food Emergency Response Plan
Template. The goal of the response plan is to enhance the protection of
the nation's agricultural industry and food security through prevention,
detection, response, and recovery. The template provides States with a
guide to develop either a stand-alone emergency response plan for responding
to a food-related emergency or an addendum to an existing all-hazard State
emergency response plan. Useful planning tools include documents previously
developed in cooperation with the DHS-national planning scenarios, target
capabilities, and uniform task lists. Read more on this
topic.
- FDA Issues Draft Guidance for the Safe Production of
Fresh-Cut Fruits and Vegetables
On March 1, 2006, the FDA published a draft Guidance
document for producers of fresh-cut produce entitled "Guide to Minimize
Microbial Food Safety Hazards of Fresh-Cut Fruits and Vegetables" to minimize
microbial food safety hazards common to the processing of most fresh-cut
fruits and vegetables sold to consumers in a ready-to-eat form. This draft
guidance discusses the production and harvesting of fresh produce and provides
recommendations for fresh-cut processing in several areas including: Personnel
health and hygiene; Training; Building and equipment; Sanitation operations;
and Fresh-cut produce production and processing controls. The final chapters
provide recommendations on recordkeeping and on recalls and tracebacks.
To view FDA's press release visit the web
page. The entire draft
Guidance is on the FDA web site.
- FDA Statement on USDA Announcement of Positive BSE Test
Result
On March 13, 2006, following confirmation by the USDA
of a cow found positive for BSE (bovine spongiform encephalopathy) or "mad
cow" disease, the FDA announced that it is working with Federal and State
authorities to investigate the origin of the animal feed consumed by this
cow. The USDA also confirmed the cow did not enter the animal feed or human
food supply. FDA is committed to protecting the safety of the U.S.
human food and animal feed supply from BSE. View the entire
statement.
- Redesigned Web Site Makes It Easier to Find Information
about Food Safety Research
The Food Safety Research Information Office (FSRIO) at
the National Agricultural Library (NAL) announced it has launched a redesigned
web site featuring several new improvements for accessing food safety research
information. The site's new search environment and enhancements to its
rich database of research projects means that people wanting information
on food safety research will find the FSRIO site even more helpful. Read
more about the redesigned
web site.

All About Food
Researchers continue to investigate the effects of food
and body weight in various population groups. Lipodystrophy including diabetes
continues to be an issue for people on highly-active antiretroviral treatment
(HAART). Recently researchers linked body fat to Alzheimer's disease and
since memory issues are more common in adults than children it may be prudent
to research this and other issues of concern through the Combined
Health Information Database (CHID Online). The CHID web site and other
reliable sources of information, such as the National
Diabetes Education Program (NDEP) and the National
Diabetes Information Clearing House (NDIC), offer a wealth of resources
on body weight issues including blood glucose abnormalities such as hypoglycemia
and diabetes.
Dietary Guidelines for Americans were revised in 2005
to help people choose a variety of healthy foods. These guidelines and
other educational materials are available from many resources including
the Weight-control
Information Network; American
Heart Association; and the U.S. Department
of Health and Human Services.
Food safety and security is increasingly becoming an issue
of concern as more people begin to face job losses and realize that a lot
of the food currently available is grown out of the U.S. Protecting the
nation's food supply is of vital importance as diseases such as bird flu
continue to spread. The H5N1 strain of bird flu was first identified in
1997. Find information on food security and food safety issues at the following
web sites: U.S. Department
of Agriculture (USDA);
Department
of Homeland Security (DHS); Food
and Drug Administration
(FDA); Food and
Nutrition Service (FNS); Food Safety
and Inspection Service
(FSIS); Center for
Food Safety and Applied Nutrition (CFSAN); and the HIV ReSources web
pages (Food and Recipe Resources and Food
Safety).
